I think that the best drive for the new rules is tank drive. You can use 66w on your drive and still have 22w lift and 11w chain bar.
Rather than jumping to drive train implementations, first list out what challenges it may face - for example, with unlimited vertical expansion, you might have a high center of gravity and structure may sway a lot. Similarly, what are your displacement priorities? fast movement, rotation, … ?
Typically, teams tend to gravitate to their comfort zone, tank drive, but it is unclear if meets the yet to be defined needs.
